Stokes led American Public Transportation Association out of infancy B.R. "Bill" Stokes, first chief executive of the American Public Transportation Association, died May 15 in Sammamish, Wash. No cause of death was given. Stokes, 89, led APTA as executive vice president from 1974-1980. He joined the group after working as the first general manager of the San Francisco Bay Area Rapid Transit, a position he held for 10 years, first joining the agency as information director in 1958.
